      "The First settlers in this township were Leve Waterman and his brother-in-law, Joseph Bisby, natives of Pennsylvania, who came from Iowa in the fall of 1852, bringing their families, stock and household goods. Waterman settled in section 12, while Bisby's claim was east of the Waterman claim, largely in carimona township. Waterman sold out to Foster and Meighen and after moving about a while, settled in Kansas and pre-empted what is now a part of the city of Wichita. Bisby remained, became a prominent citizen and ended his days here. The Waterman's and Bisby's spent the winter of 1852-53 as the only settlers in the township. This year, 1853, the town lines were run by the government surveyors. In the spring of 1854, Mr. Foster, Captain Elliott, James M. Sumner, William C. Pickett, Mr. Willis, and other residents of the county went to Chatfield to assist in organization, and it was called Fillmore in honor of Millard Fillmore, who was just retiring from the White House. During the year there were accessions, and among those who came were Henry Fitch, Joseph Bisbee, and Joel Watkins. A saw-mill was commenced in 1854, by Mr. Bisbee who soon sold his interest to Forest Henry and Mr. Renslow, who completed it and also built a grist-mill in 1855. In District #90, this district embraces the village of Forestville and the surrounding territory. It was undoubtedly, as is claimed, the first organized school district in the county, as it was organized as district No. 1, in 1854, through the influence of R. M. Foster. The first school was held in Mr. Bisbee's residence, by Mrs. Fuller, with twelve or fourteen little ones in attendance. The first town meeting was held May 11, 1858. The officers of the election were: for overseers of the poor. W.C. Pickett and Joseph Bisbey. Those who secured land in 1855 were as follows: Joseph Bisby, Sec. 7, August 11; Joseph Bisby, Sec. 7, August 20.

      Fillmore County Pioneer - Thursday June 5, 1856
      Election Precinct of Fillmore county, Minnesota Territory, the Register's Office on April 7, 1856, the Board of County Commissioners met pursuant to law, and proceeded to establish the following election precincts: Carimona Precinct was established for townships 102 and 103 range 11. Henry H. Winslow, Joseph Bisby and Orrin West were appointed Judges of Election.
